HOMEOWNERSHIP OPPORTUNITIES

 

The East St. Louis Housing Authority (ESLHA) is offering attractive homeownership opportunities to live in the City of East St. Louis and become a homeowner.

Existing Homes – Purchasers with Low-Moderate Incomes

The ESLHA provides opportunities for low-moderate income individuals and families to purchase existing single family homes in our inventory.  These homes will meet all Department of Housing and Urban Development (HUD) Housing Quality Standards before their sale.  Purchasers must be able, through their own resources to finance at least 1% of the purchase price of the home.  Purchasers may also qualify for up to  $7500 in down payment and closing cost assistance.  We are encouraging current participants in our subsidized housing programs to apply.  However, this program is also open to any resident of our community or a person intending to live in East St. Louis and who meets the income, credit and related requirements.

Existing Homes – Purchasers without Income Restrictions

The East St. Louis Housing Authority will from time to time place certain existing single family homes in our inventory up for sale through an auction process.  Homes will be sold, normally at fair market value.  The ESLHA is seeking individuals and families who will become homeowners and contribute to their community through the upkeep and improvement of their newly purchased properties.

Proposed New Homes – Purchasers with Low-Moderate Incomes

The East St. Louis Housing Authority is planning over the next several years to build new homes.  These new homes with financing from several sources will also become available for sale to purchasers at some date in the future.

Homeownership Services

The East St. Louis Housing Authority offers a program that prepares current public housing residents for homeownership.The program includes: individual housing counseling, credit counseling, budgeting and finance, home repair and maintenance, avoiding predatory lenders, taxes and insurance, and foreclosure prevention.
