INTRODUCTION
The East St. Louis Housing Authority (ESLHA) owns over 2,000 units of public housing and various other buildings. Maintaining these assets requires maintenance and support in a wide variety of specialties. The
ESLHA has frequent requirements for equipment, materials and for
outside expertise in the performance of contracts supporting the 2,000
unit asset base. Acquisition and procurement for the ESLHA falls under two entities within the organization. The
first entity is the Contract Administration Department, which manages
the procurement of construction and service contracts for the Agency. The second entity is the Procurement and Distribution Center, which acquires materials and supplies from vendors and manages inventory and distribution for the Agency.
