THE ESLHA’s Social Service Corridor -- Building and Nurturing Our Community

ELSHA’s Social Service Program is in line with our mission to build and nurture a community, through affordable housing, for the senior/disabled and the economically challenged. It reflects the needs, interests, and priorities of our residents. Through this program, we provide a holistic environment that enhances the residents’ quality of life, basic health, safety, productivity, social involvement and emotional wellbeing.

We address a multitude of issues including domestic violence, parenting, substance abuse, employment and housing situations, medical and utility assistance, to name a few. Through a referral system, both self-initiated and via various managers, our services aid the elderly, disabled, youth, and families of the East St. Louis Housing Authority.

We have a separate Social Service Division with specially trained staff to implement the program’s objectives. With over 40 social service agencies at our disposal, we network and assist our residents all year through.  These strategies have immensely contributed to the success of the program.

The number of residents/resident families who have been helped are a testimony to the success of our Social Service Program. This past year we successfully serviced 1326 ESLHA residents of the 1526 referrals received.  We are particularly proud that 93 percent of the seniors received housekeeping and financial assistance. These were the critical areas where this category of our residents required the most help. We have worked diligently to provide a social enhancement program, and we are glad to report that 550 elderly/non-elderly disabled residents took advantage of a variety of social enhancement events. Annually, we host two health fairs for the elderly/disabled population and are in the process of mounting one this fall of 2006.

  •    You can establish your need for our Services
  •    You have the willingness to work through issues, and/or deficiencies.

The ESLHA Social Service Division provides case management and supportive services to all our residents. We have assigned our staffat various locations to meet their day-to-day social service requirements. The social service staff comprises the director of housing operations, a social service supervisor, an activity specialist, two social service case managers and a social services specialist. Marcella Phillips serves as Social Service Supervisor. Our Social Service Case Managers are Albert Hall and Paul Springer; Gregory Gilmore, Social Service Specialist. And Edmond Collins, Activity Specialist completes our team.  Under the overall direction of the executive director, this division executes the program objectives which include:

  • Formulating/evaluating and improving upon the Social Service Program to address the needs of public housing residents
  • Developing intervention methods (to enhance the safety and care of public housing residents.  
  • Creating response/evaluation process to address the changing health/physical and social needs for public housing residents.
  • Providing assistance with linkage to services for residents.
  • Reducing the possibility of premature hospitalization and institutionalization.
  • Collaborating with local community agencies to provide quality services to residents.
  • Helping all residents in reaching self-sufficiency; and maintain a quality life.
