The East
St. Louis Housing Authority is currently under the control of the
Department of Housing and Urban Development (HUD). HUD's appointed
representative is Mr. Elmore Richardson, who consults with the Advisory
Board of Commssioners and acts on all necessary business which would
normally flow through the Housing Authority's Board of Commissioners.
